In a Jan. 29 speech to members of the state Board of Regents, Gov. Eliot Spitzer, in a not so hidden tease, suggested his budget (unveiled after this issue went to press) would contain substantial new funds for school districts across the state, but warned that the money would be tied to a new contract for excellence.
